The Process:

A Phase I ESA begins with a comprehensive database search of the federal, state, county and municipal databases to determine if occupants of a property or adjoining properties used, stored, transported, or had a release of any regulated hazardous materials including underground or aboveground storage tanks. Our historical research includes city directories back to when telephones were first invented, fire insurance maps back to when the land was wilderness and aerial photographs back to the invention of the airplane. Using the Freedom of Information Act (FOIA), we request the local fire department and building department to provide records for the property. Then, we send a scientist to observe the property and adjoining properties for indicators of environmental concern. We process the collected information and distill it into a report with our findings and recommendations.

Compatibility:

Our Phase I ESAs are Small Business Administration (SBA) compatible. They are ASTM E1527-13 standard and USEPA "All Appropriate Inquiry" compliant to provide limited liability from environmental risk. A3E Phase 1 ESAs are accepted by any bank as part of the due diligence required to get a loan.
